According to the report, health minister Ghulam Nabi Azad had in October 2009 complained about the irregularities in the Tatra Trucks through a letter. Azad had written the letter on behalf of the Congress president Sonia Gandhi, who had received a complain from a trade union leader.

Speaking in the House, the defence minister had recently said that he did not act on Gen VK Singh's bribery complain as he did not get any written complain. However, if the claims in the report are found true, the defence minster will have to answer why he did not act even after getting a written complaint.
