Short of rejecting the official auditor's report, telecom minister Kapil Sibal today said the methodology it used was "utterly erroneous" in pegging Rs.1.76 lakh crore ($40 billion) as the notional loss while awarding airwaves for second generation (2G) phone services in 2008.

Sibal also slammed the Opposition for disrupting the entire winter session of parliament and spreading what he termed as "utter falsehood" in the country on the matter, having themselves framed the policy for award of airwaves or spectrum during their tenure.

The power point presentation shows how the UPA government has only continued policies that were in place at the time of the NDA government. Sibal said in fact, a policy shift from auction of licences to revenue-sharing took place under the NDA, which led to a loss of R150,000 crore and that the present government was only following the National Telecom Policy (NTP) of 1999. In another report, the ministry has criticised the report of the Comptroller and Auditor General on the 2G Spectrum issue. The CAG report criticised certain aspects of the decision making process related to spectrum allocation. The ministry has, however, found several flaws in the foundations of the CAG report itself.
