HUDA to confiscate 1,000 plots lying vacant for 15 years
The Haryana Urban Development Authority (Huda) has decided to take back possession of nearly 1,000 vacant plots in sectors developed by it, as the allottees have failed to complete construction despite the 15-year deadline.

This comes as a blow to market speculators and owners who have not constructed houses, hoping that the land value would increase manifold as a result of the real estate boom in Gurgaon.
Huda has now threatened to confiscate and re-auction plots of allotees, who have failed to construct houses and obtain statutory occupation certificate for more than 15 years.

Earlier, the time limit for building a house was 20 years. In 2006, Huda revised its policy and reduced the time limit to 15 years. In a breather, the plot owners were given a chance to get their building plans made and approved by the authority, but to no avail.
According to Regulation 17 (Disposal of Land and Building Regulations) framed under the Huda Act, 1977, two years is given to every plot holder for construction. However, an extension policy offered an option of paying a prescribed extension fee and carrying out construction for 15 years.
“This extension policy has now been changed. We have decided that no extension beyond 15 years, including the initial two-year period, would be granted to plot owners. The authority will resume plots of people who failed to construct houses in the given limit,” said a Huda official.
As many as 1,000 plots in 23 Huda sectors, with abundant growth of wild plants, have been lying locked up for years.
Hindustan Times had recently reported how neighbours are scared to venture out, as these vacant plots have turned into a breeding ground for mosquitoes and snakes.
