'Need to dismantle financial networks that aid terror outfits'

In an apparent reference to Pakistan, Speaker Meira Kumar today said some "irresponsible neighbouring countries" were using non-state actors as proxies in covert warfare and stressed on the need to dismantle "financial networks" that "lubricate" terror outfits.

In an apparent reference to Pakistan, Speaker Meira Kumar today said some "irresponsible neighbouring countries" were using non-state actors as proxies in covert warfare and stressed on the need to dismantle "financial networks" that "lubricate" terror outfits.

"The most dangerous trend we find is the use of criminals and non-state actors as proxies in covert warfare by some irresponsible neighbouring countries," she said addressing a meeting of Speakers of the Lower Houses of G-8 and G-5 Outreach countries in Rome.

Kumar said that crime networks have become prime sources of illegal arms, ammunitions and other explosive materials.

"These syndicates run illegal financial networks that lubricate international terror mechanisms," she said, adding that dismantling of all illegal financial networks was an important component of the plan to turn off the flow of funds to terrorism.

According to an official release, the Speaker pitched for cooperation in devising a comprehensive action plan to tackle international terrorism by way of enhanced intelligence sharing, strengthening of border management and augmenting the capabilities of police forces.

Kumar listed several legislative steps taken by Parliament to curb terrorism, including enactment of laws like the Unlawful Activities (Prevention) Act and Narcotics Drugs and Psychotropic Substances Act.
