Norms for medical test of rape victims

The Delhi government has framed fresh guidelines on the medico-legal examination of rape victims.

The matter had been under consideration for some time but it was expedited in the aftermath of the gang rape of a 23-year-old physiotherapist on December 16.As per the new rules — framed by the department of health and family welfare — hospitals have been directed to identify a separate room for examination of rape victims.

They have been asked to provide proper furniture and adequate stock of forensic evidence kit. If the victim’s dress is kept as evidence, she should be provided with clothes and doctors handling such cases will be sensitised in collaboration with Delhi Commission for Women (DCW), which will also counsel the victim.

“It was felt that the procedure must be altered keeping in mind the privacy and comfort of the victim, who has already undergone severe trauma. The new guidelines will ensure due care and proper examination of sexual assault victims,” said Delhi health minister AK Walia. HTC
