Riddle—What was inaugurated on Tuesday, took many months to build, and minutes to flood?

The much-awaited and now submerged underpass at ITO chungi on Vikas Marg —one of Delhi's most traffic-clogged roads.
A comedy of terrors played out on Tuesday when Delhi PWD minister Rajkumar Chauhan cut the ribbon for the east Delhi underpass. Within minutes, a water board pipeline erupted, and inundated the corridor, forcing officials to flee the site. “The pipeline was quite old so it was unable to take the pressure of the water and burst,” DJB spokesperson Sanjam Cheema said.
Cheema said work to replace the pipeline was on.
PWD engineers said the underpass would be opened within a couple of days. “We have deputed our team to remove water and carry out necessary repairs. It will be functional soon,” said an engineer.
Till then, of course, children and buffaloes can live it up frolicking in this underpass meant to relieve traffic on one of Delhi’s busiest arterial roads.
