Students too will have to sign undertakings. “The UGC draft regulation says students and their parents have to furnish written undertakings they know about the law on ragging and would abide by the same,” said M.M. Rehman, Deputy Proctor, DU.

“The undertaking would ensure all parties are aware of the serious consequences of ragging,” Rehman said. According to the UGC regulation, the admission application shall be accompanied by a document, which shall include a report on the behavioural pattern of the applicant, so institutes can keep 'intense watch' upon a student who has a negative entry in this regard.

However, DU officials said they had not received any word from the UGC yet.“We have already started printing our information bulletin and it is too late to include a separate form on behavioural pattern or another form for signing an undertaking,” said S.K. Vij, Dean (students welfare).

“We have mentioned in the booklet all rules of the UGC will be followed by the University.” He added most extreme measure suggested by the UGC regulations were not necessary for Delhi University.

“No incident has been reported for the last three years.”
