The slain officer's father Narotam Sharma received the award.
Sharma was killed in an encounter with alleged terrorists at Batla House in Jamia Nagar area of the National Capital recently.
'Uttarayani Ratna' has been constituted by 'Uttarayani', a non-profit organisation formed by serving and retired Delhi-based officers belonging to the hill state.
Khanduri, on the occasion, said people from the state should work together for the development of Uttarakhand.
The former Army officer said along with development, people should ensure that the culture of Uttarakhand also gets a boost.
"There was a time when people used to leave their doors unlocked. Now we hear of rapes and murders in villages...Culture and traditions are as important as development," he said.
