Social schemes lacked credible planning, data

The CAG has slammed the food and supplies department for lapses in identification of beneficiaries under various schemes of public distribution system.

“The total number of cards increased from 17,65,748 in April 2011 to 17,79,476 in March 2012. Records relating to the monthly allocation revealed variations in the total number of cards in different categories to the extent of 7,569 cards during the year. This despite the fact that the department had not taken any activity either to issue new cards or renewed review existing cards during the year,” states the report.

The CAG also pulled the department for financial mismanagement, weak budgetary control and inadequate monitoring leading to black-marketing and under-utilisation of allocated supply

As far as social sector schemes are concerned, the CAG pointed out that the Delhi Laadli Scheme was launched without gathering essential data of target beneficiaries to be covered under the scheme.
