The plan is part of a recommendation by the Environment Pollution Control Authority (EPCA), an SC-appointed panel.

The EPCA said in its recommendation that service lanes in the Capital are crammed with vehicles leaving no space for people to walk and residents need to pay for that. “If people are parking their vehicles outside their houses then they should be charged for it,” said Bhure Lal, EPCA chief.

The EPCA has also recommended a parking fee hike across the city. To ensure EPCA’s proposals are implemented by all civic agencies, the Delhi government is planning a new law.
