The arrested tailor, identified as Mehboob Ansari, had allegedly looted a carbine from a Delhi Police officer during the riots.
The carbine was recovered from Ansari's possession during a police encounter in 2003 in Uttar Pradesh.
Ansari was accused of setting several vehicles, some belonging to the police, on fire during the riots, police said. He was arrested along with his two associates after the encounter.
Ansari, a police officer said, was arrested by a team of officials from the Malviya Nagar police station, who were camping in Uttar Pradesh to apprehend some auto lifters.
"Ansari was evading the law since his release from jail and was involved in seven more criminal cases. During interrogation, Ansari said that before the riots, he used to work as a tailor in Loni," said the officer.
