Senior officials said a large number of auto-rickshaw and tempo owners had reached the centre and the agency installing the plates failed to cater to such a huge rush.
"There are complaints that the agency failed to issue the slips mandatory to get the plate. We are conducting an inquiry," a senior transport department official said.
The police have also registered an FIR in the case.
