“Altogether 41 counting halls spread in 12 counting centres have been put in place for the purpose,” Chief Electoral Officer (CEO) Manipur Rajesh Agrawal told reporters on Wednesday.

He said that the district authorities have been directed to make elaborate security arrangements for counting including a minimum of 3 tier security comprising the Central Armed Police Force and the state police.

The entire process of counting will be supervised by 41 general observers, in addition to the returning officer, he added. The process of counting will also be webcasted.

The polls for 12th Manipur legislative assembly, held in two phases on February 28 and March 5, was concluded with a record turnout of over 89.3%. The poll percentages during 2012 and 2017 elections were 79.5% and 86.4% respectively.

Of the total 60 constituencies, 36 have recorded 90% or more voter turnout. Wangoi recorded the highest voter turnout (94.8%) followed by Chandel (94.3%), Mayang Imphal (94.1%), Lamlai 93.7(%), Tengnoupal (93.5%), Lamsang (93.4%), Hiyanglam (93.4%) and Heirok (93.1%). The voter turnout of female voters was 90.5% while male turnout is recorded as 87.9%.

The ruling BJP leaders are expecting 40 plus seats to form its own government.

In the 2017 Manipur elections, the Congress emerged as the single-largest party after winning 28 of the 60 seats. But the BJP formed the government with support from the National People’s Party, Naga People’s Front and the Lok Janshakti Party.

Congress general secretary Mukul Wasnik and other leaders arrived in Imphal on Tuesday to chalk out strategies to form the party’s government.

Speaking to reporters on their arrival here, Mukul Wasnik said that the Congress believes in forming a government with like-minded parties in the state. When asked, he said that exit polls are not precise as was evident from past elections.

Meanwhile, the Janata Dal (United), which fielded 38 candidates, is expecting a “good number” this time. Speaking to this reporter, JD(U)’s secretary in charge (Northeast) Afaque Ahmad Khan said, “We’re hopeful that no party will form the government without JD(U).”
