The actor-singer had verbally attacked 16-year-old Cyrus, advising her to take heroin "like Britney Spears" and "start seeing a lesbian" a la Lindsay Lohan, recently.
But Foxx now regrets his outburst and says he was just kidding, reported thesun.co.uk.
He told US chat show host Jay Leno: "I so apologise and this is sincere. I'm a comedian and you guys know that whatever I say, I don't mean any of it. And sometimes as comedians we go a little bit too far."
"We go at everybody. There was a situation with Miley Cyrus and I just want to say, I apologise for what I said. I didn't mean it maliciously. You know I'm a comedian. You know my heart."
