Flood of miseries in DLF Phase 3

While residents say functional storm water drains do not exist in the locality, natural drains blocked by a community club and a temple make the situation worse. For the past two years, residents have been trying to push the developer, DLF, for better maintenance since rain water harvesting systems built by the realty major are hardly effective.

“My property suffered damages worth Rs 10 lakh when it rained last month. The DLF management did not respond to our frantic calls for help. I also contracted a kidney infection after sewer water flooded my house,” said RK Magoo, a senior citizen who lives right behind the community club.

He said he has written to all concerned agencies — DLF, Haryana Urban Development Authority, Municipal Corporation of Gurgaon — but to no avail. “I plan to file an RTI regarding the problem. If I don’t get a response, I will move court,” he said.

Poor planning, residents say, is the root cause of the problem.

“They have constructed a township without storm water drain in place. The builder does not ensure basic maintenance despite charging for it. I lost inventory worth about Rs 55 lakh during monsoon last year,” said Priti Issar, a resident.

The blocked drains also adversely affects connectivity within he locality. “The road connecting U block and V block (Pink Town House area) is severely waterlogged after every shower. One wastes a lot of time getting all the way to the main road for access,” said Joginder Singh, president, residents’ welfare association, DLF City Phase 3.

Meanwhile, DLF authorities said the builder was doing its best to resolve the issue. It had constructed 35 pits last year, most of them in DLF City Phase 3.

On the issue of sewerage inflow in low-lying areas, senior DLF official Rohit Malik said, “We don’t deny the fact that natural gradient is an issue in DLF City Phase 3. Rural pockets in the way of natural drains block outlets. We are pushing the MCG to install a separate sewerage line for Nathupur village as it chokes Phase 3. We need the MCG to be more proactive in this regard so that the problem can be ameliorated.”

According to Sudhir Kapoor, secretary-general, DLF City RWA, “It’s the job of the MCG to clear natural drains of encroachments. It is the main reason behind choked lines.”
