Police have announced a 10,000 cash reward for information that may lead to the arrest of the suspect.

On Friday night, the mother and her daughter were allegedly raped after they sought a lift in a car. The police have filed a case under the Indian Penal Code’s Section 376 (rape) and the Protection of Children against Sexual Offences Act against unknown people.

The National Commission for Women (NCW) has taken cognisance on its own into the incident and reprimanded the police over their inability to make any arrests so far. It has questioned police as to why counselling was not being provided to the two.

The commission has constituted a three-member fact-finding team to inquire into the matter. On Monday, the team met Kumar and other police officers looking into the matter.

The Opposition Congress staged a protest and burnt an effigy of the state BJP government in Dehradun on Tuesday. State Congress president Karan Mahara said the criminals are fearlessly committing such offences.

Congress leader Jyoti Rautela on Monday met the 35-year-old at a hospital and questioned the police over their failure in arresting any accused. “It is shameful that such heinous crime has taken place...It is a matter of security for every woman and child... the government, administration and police have not been able to take any concrete action. The accused are still out of the police reach. They should take swift action and immediately arrest them.”
