UN set to take call on Masood Azhar ban: Ten things to know
The United States of America, the United Kingdom and France had moved the proposal to designate Azhar a “global terrorist” at the UNSC after the February 14 Pulwama terrorist attack that left 40 CRPF jawans dead. Jaish took responsibility for the fidayeen attack.
A sanctions committee of the UNSC will meet late on Wednesday night to take a call on designating as ‘global terrorist’ the leader of Jaish-e-Mohammed Masood Azhar.
The United States of America, the United Kingdom and France had moved the proposal to designate Azhar a “global terrorist” at the UNSC after the February 14 Pulwama terrorist attack that left 40 CRPF jawans dead. Jaish took responsibility for the fidayeen attack.
This is all you need to know about how the ban comes into effect and what follows:
1. UNSC member countries move a proposal to designate an outfit or an entity as ‘global terrorist’.
2.A sanctions committee of the UNSC will wait for the mandatory 10-day period for objections to the proposal.
3. If none of the committee’s members posts an objection, a complete block or a “technical hold” before the deadline expires, the entity or individual is designated a ‘global terrorist’
4. Once designated a terrorist, several curbs come into effect that make functioning difficult for the banned entity..
5. Arms embargo: All UN member states have to ensure that no weapons transfer to the designated person – directly or indirectly—takes place
6. Travel ban: All member states have to mandatorily prevent the entry into or transit through their countries by the designated individuals
7.The assets of designated individuals or outfits are frozen without delay.
8. If Masood Azhar is designated a global terrorist it will force Pakistan to act against him and individuals and entities associated with him
8. This is the third attempt by India to have the Jaish chief proscribed.
9. China, with its veto power, holds the key to the designation proposal.
10. Beijing put a “technical hold” on all three previous proposals - the first by India, second by the US, the UK and France jointly and the third by the US alone - seeking more information or citing lack of consensus.
