The jeep carrying the marriage party from Western Maharashtra's Satara district rammed into the tanker which was either stationary or had slowed down near Panvel, at around 0445 on Sunday morning, police said.
The jeep was moving towards Navi Mumbai's Vashi area for a wedding and all casualties are reported to be hailing from Chavneshwar village in Satara district, they said.
The deceased include two men, ten women and three children, they said, adding, the three injured have been admitted to a nearby hospital.
