The impact of the collision threw the truck into a ditch near Meerut, said Suresh Srivastava, a police spokesman.
The bride and the bridegroom, who were travelling in a separate car, were not injured, he said.
"The truck driver lost control of the vehicle and collided head-on with the oil tanker," Srivastava said. "Eleven people died on the spot and seven others succumbed to their injuries in a hospital."
Reckless driving on potholed highways kill thousands of people in India every year.
