This Himachal district has 16 assembly seats — the highest in any district — and electoral records suggest that the party that pockets Kangra generally forms a government, too. Little wonder then that Dharamsala is buzzing with politico traffic.

Chief Minister Virbhadra Singh camped here for three days last week — despite incessant rain and fresh snowfall. He addressed several public meetings in Kangra.

The BJP’s CM candidate, Prem Kumar Dhumal, came all the way from Shimla last week even after his helicopter failed to take off because of inclement weather.
