"The education pattern should be changed and anti-terrorism should be taught to all students even at primary level," Bitta, while addressing a Republic day function organised in Vidya Bharti school, said.
Students, on the occasion, also staged a rally against terrorism.
Speaking on the delay in the hanging of Afzal Guru, he said it is "great shame" for Indian politics as a whole that the person responsible for Parliament attack is still alive even after being sentenced to death.
