Every year, the State Government issued such order in mid-January, but this year purchasing would be banned from February 1. The ban would continue till the end of the current financial year. However, purchasing being made for implementation of externally-aided projects has been exempted from the proposed ban.

This is a precautionary measure to avoid unwanted purchasing, said a senior officer of the department. “With the end of the financial year approaching, departments start spending the remaining money in a hurry, forcing the finance department to impose ban on government purchase annually,” the official reasoned.

Finance Department officials said the fiscal condition of the State is well in control and the order of banning government purchase was of routine nature. In case of any urgency, the concerned department has to approach the finance department for getting exemption, they added.

According to the Finance Department order, exemption from the proposed ban would be applicable on those cases where the competent authority issued the purchase order before February 1 and the supply would be made after the deadline.
