In 2011, Ambala City resident Neelam had filed a complaint in the court under sections 509 (word, gesture or act intended to insult the modesty of a woman), 506 (criminal intimidation) and 504 (intentional insult with intent to provoke breach of peace) of the Indian Penal Code, alleging that Bitta had insulted her by making obscene gestures during a protest demonstration here.

She alleged that she had filed the complaint in the court after the local police authorities failed to act on her complaint.
