"The commission is terribly shocked as the administration did not learn lessons from the previous cases," said Vinod Tikku, a senior member of the NCPCR.
The boy, Sumit, died on Thursday night after falling into an open sewer line. The locals and the police rescued Sumit at least an hour later. He was rushed to a hospital, where he was declared dead.
The incident took place close on the heels of the death of Mahi, a four-year-old girl who died after falling into an 68-feet open borewell in Manesar.
"We had already issued a detailed guideline. We have asked the state government to share with us the report of the probe into the incident," Tikku said.
Meanwhile, the Gurgaon deputy commissioner P C Meena has ordered a probe into the matter.
