In a written reply to the House, Minister of State in the Ministry of Personnel, Public Grievance and Pensions Prithviraj Chavan said the government has issued orders for grant of CCL to its female employees with pay and without treating the same as earned leave.
Replying to a separate question on RTI, the Minister said his ministry, through an office memorandum, had clarified that file noting can be disclosed under RTI query other than those file noting containing information exempt from disclosure under Section 8 of the RTI Act.
He said the government has also drafted a Civil Services Bill which envisages to “provide statutory basis for the regulation of Civil Services in India, to ensure inter-alia a high standard of ethics in Civil Service operation”.
