Cong harps on development

“The Congress will strive to give civic bodies a key role in development of cities,” he told mediapersons here on Thursday.

He also said the Congress would ensure implementation of the 74th Constitutional amendment.

He blamed the Samajwadi Party and the Bharatiya Janta Party (BJP) for not ensuring proper implementation of the 74th amendment.

“Though the Samajwadi Party, the Bharatiya Janata Party and the Bahujan Samaj Party have ruled in Uttar Pradesh, they have not taken any steps to strengthen local bodies,” he said. “These political parties have no moral right to seek votes in the civic bodies election,” he added.

Rai said non-Congress Nagar Nigams could not ensure effective implementation of the Jawaharlal Nehru National Urban Renewal Mission.

Rai also held non-Congress parties responsible for poor implementation of the Ganga Action Plan.He said SP workers and candidates were violating the model code of conduct.

He alleged that the Congress candidate from the Baghhara ward in Varanasi was forced to declare his support for jailed Mafioso-turned-SP candidate Ramesh Yadav alias Babu Yadav.

The State Election Commission paid no heed to the matter, he alleged.
