"There is no doubt that the Mumbai terrorist attack was planned and executed from Pakistan's soil. We have given the dossier to hundred countries. Nobody has expressed any doubt on it," Chidambaram told reporters Kollam.
He said the Centre was waiting for the official reply from Pakistan on the matter.
When his reaction was sought on Gujarat Chief Minister Narendra Modi's reported comment that terror has to be paid back in the same coin, Chidambaram said the menace had to be neutralised only with police and security forces.
"I don't know what he meant by that. I think he must have some vigilante groups in his mind. In a civilised society, vigilante groups have no place," he said.
Asked about reports that some major dams in the country could be targeted by terrorists, he said the Centre was sharing intelligence inputs with state governments whenever such information was brought to the Government's notice.
