FOR BETTER management of its financial affairs and accounts, Allahabad University (AU) is planning to create a post of Internal Audit Officer (IAO) in the varsity.

The officer, to be appointed in the pay-scale of Rs 12000-18300, will help in the constant monitoring of AU accounts so that possibilities of objections during annual audit can be minimised.
AU administration has decided to seek the sanction for the creation of the post from the members of the AU Finance Committee who, according to sources, are all set to hold a meeting—for the very first time since AU's re-attaining the Central status— on September 15, 2006.
Sources say that though the AU Finance Officer is still awaiting a go ahead from some members of the Finance Committee, a number of other members including Prof Ravi Srivastava, Satya Prakash Malviya, SK Singh, Binoo Sen and SK Ray have already conveyed their acceptance for attending the meeting. Authorities claim, if passed by the Finance Committee, the appointment of an Internal Audit Officer will help AU streamline the procedures with regard to different transactions that are carried out during the year by the various departments of the varsity also.
As per the proposed agenda prepared by the AU Finance Officer, a number of important tasks like approval of the annual accounts for 2004-05 and 2005-06 as well as approval of the revised estimates for 2006-07 and the Budget estimates for 2007-08 will be carried out by the Finance Committee members during the meet.
The members will also lay down the procedure for the maintenance of accounts for ongoing research projects in various departments of AU.
Besides looking into the status of the utilisation of grants for the non-plan works for 2006-07, the Committee members will also deliberate on the creation of posts under various categories and approve the new purchase procedure for the University.
Creation of a Corpus Fund, approval of the Draft Finance Code of AU and sanction of House Building Advance for the faculty members and other employees of the varsity are also listed on the proposed agenda of tasks to be put before the Finance Committee during the September 15 meeting.
Other important items like setting promotion policy in various categories, deciding about delegation of financial powers, taking steps for accounting of Constituent colleges, putting on record the financial position of the University of Allahabad with regard to cash, TDRs and bank accounts as on March 31, 2006 as well as looking into the AU staff position as on July 14, 2005, the day varsity re-attained the Central status, are also part of the proposed agenda for the Finance Committee.
Sources also say that the AU Vice-Chancellor Prof Rajen Harshe has empowered the Registrar Firdous A Wani to also bring any other items such as non-teaching staff and UGC scales before the Committee members for consideration on the D-day.
