After Mansturdy Nongrem's resignation on , the Congress members of the district council elected Pynshngain N Syiem as the next chief of the council.

In the 30 member council, the ruling coalition has 15 Congress members, five from United Democratic Party and one Khyun Hynniewtrep National Awakening Movement member and a nominated member.

Congress had convened an emergency meeting of all its members of district council last evening to elect the new leader in the presence of Chief Minister Mukul Sangma.

Nongrem was asked to resign following internal rifts among members of the council. Discontentment had erupted after two members were dropped from the executive committee of the council.

Nongrem was charged with running the council in a "dictatorial manner".

With Syiem's election, the autonomous district council got its third chief executive in just about a year and a half, ever since the 30 member house was reconstituted in February 2009.

Celestine Lyngdoh was the first chief executive member of KHADC. Nongrem replaced Lyngdoh in June 2009.
