KMC to issue NOC within 15 days
THE KANPUR Municipal Corporation (KMC) will now have to issue ?No Objection Certificate? (NOC) within 15 days of receiving the file from the Kanpur Development Authority (KDA).
THE KANPUR Municipal Corporation (KMC) will now have to issue ‘No Objection Certificate’ (NOC) within 15 days of receiving the file from the Kanpur Development Authority (KDA).

KDA Vice-Chairman Deepak Kumar wrote a letter to Municipal Commissioner Badal Chatterjee urging him to clear the NOC before the development authority cleared the map. After his letter, a Map Cell has been constituted in the KMC to take care of the NOC issue. Additional Municipal Commissioner (I) Raghvendra Vikram Singh has been made in-charge of the Cell.
With the formal compliance of the State Government orders, now the sole authority of KDA in clearing the building map comes to an end. Now, NOC from the KMC and the Jal Sansthan have been made compulsory before the authorities concerned of the KDA to clear any map. The State Government had already passed a directive to this effect but its compliance in the city had been delayed for reasons best known to officials concerned. However, Chatterjee has solicited a time frame of 30 days for issuing the NOC.
The time frame of 15 days set by the KDA was too short to verify the credentials of a map. Therefore, we have requested the KDA to extend this duration to 30 days, stated Chatterjee.
Meanwhile, due to a ban imposed by the Allahabad High Court on all payments including salary, employees of the KMC have not received their wages for the last two months.
It may be pointed out that the High Court had imposed a ban on all payments to be made by the KMC unless the civic body clears the pending dues of its pensioners which amounts to Rs 70 crore. The next day for hearing the case has been scheduled for November 8. The Municipal Commissioner is himself looking after the case by representing the KMC before the High Court.
