The 84-page white paper, released by UP cabinet secretary Shashank Shekhar Singh, has details on 24 departments dealing directly with people.

Singh said after the BSP came to power in May 2007, chief minister Mayawati had laid down guidelines for all public utility departments to provide a "corruption-free, crime-free and fear-free" atmosphere.

About the opposition’s accusation of funds being spent on memorials, Singh said, "Less than 1% of the budget of the state was spent on these monuments."

Referring to the farmers’ agitation, he said, "UP’s land policy is the best in the country."
