Mufti Mohammad Sayeed's plan of action for Kashmir is direct and unconditional talks with separatist elements in the Valley and continued talks with Pakistan. Recently allegations have been leveled by the National Conference (senior Cabinet colleague and Works Minister Ali Mohammad Sagar) that the Centre is funding the People’s Democratic Party (PDP) to destabilise the NC in the valley.

Always opposed to the National Conference, this former union home minister in the VP Singh-led Janata Dal government and now leader of PDP, Mufti Mohammad Sayeed has had an on-off dalliance with the Congress. He came in for sharp criticism when in 1989, after the VP Singh government released five militants to secure the release of his daughter Rubiya Sayeed abducted by militants - one of the factors people felt which led to the rise of insurgency in the Valley.

He rejoined Congress in 1996 but quit two years later to form the People’s Democratic party.
