According to contactmusic.com, Moby is upset by Bush's decision to cut spending on education and health funds in favour of military improvements and is determined to draw attention to Bush's spending habits.

He says: "Have you looked at Bush's proposed budget? It's a mess - increases go to defence and military procurement. Just about everything else is cut. $10 billion cut from child services and health. Billions cut from education."
