Bihar CM thought of a novel way of providing responsible governance: he made public the phone numbers of senior bureaucrats. Result: a deluge of calls. The BSF has turned to a sturdy grass, called bamboo, to save the fences on the 4,095-km Indo-Bangla border from infiltrators, smugglers and jihadis.
