President nominates three to AU Finance Committee
THE PRESIDENT, in his capacity as the Visitor of the Allahabad University (AU), has nominated the financial advisor of the University Grants Commission (UGC) SK Singh, Joint Secretary (Higher Education) Sunil Kumar and financial advisor of the Union Human Resources Development Ministry SK Ray as his nominees on the AU Finance Committee. A letter from the under secretary of the Union HRD Ministry has been received by the AU administration informing about the nominations.
THE PRESIDENT, in his capacity as the Visitor of the Allahabad University (AU), has nominated the financial advisor of the University Grants Commission (UGC) SK Singh, Joint Secretary (Higher Education) Sunil Kumar and financial advisor of the Union Human Resources Development Ministry SK Ray as his nominees on the AU Finance Committee.

A letter from the under secretary (department of secondary and higher education) of the Union HRD Ministry has been received by the AU administration informing about the nominations.
With this development and the nominations of Prof Ravi S Srivastava of Jawaharlal Nehru University and advocate and former Union Minister Satya Prakash Malviya as the two of the three persons who were to be nominated by the AU Executive Council finalised on Tuesday, the constitution of the all-important AU Finance Committee is almost over.
As soon as the AU Vice-Chancellor Prof Rajen Harshe, who has been empowered by the AU Councillors to nominate a person of his choice, makes his choice public, the path for convening the first meeting of the Allahabad Central University's Finance Committee will be cleared.
Out of the three nominees of the AU Visitor, UGC financial advisor SK Singh will function as a member of the Finance Committee of country's all Central Universities barring just the Banaras Hindu University, Indira Gandhi National Open University, Delhi University and the Mizoram University.
However, Joint Secretary (Higher Education) Sunil Kumar and financial advisor of the Union Human Resources Development Ministry SK Ray will function as the Visitor's nominees on the finance committees of just Allahabad University and Manipur University.
All nominations are for a period of three years with immediate effect. Sources inform that the AU Registrar Prof US Rai has already dispatched letters to all the three nominees of the Visitor intimating them about their nominations to the AU Finance Committee and requesting them to inform the varsity about the earliest convenient date/period on which they will be available to attend the meeting of the AU Finance Committee.
As per the University of Allahabad Act -2005, the varsity's Finance committee has to meet thrice in a year to examine the accounts and scrutinise proposals for expenditure.
All proposals relating to creation of posts as well as those items which have not been included in the Budget, too have to be examined by the Finance Committee first before they are considered by the Executive Council.
Similarly, the annual accounts and the financial estimates of the University prepared by the Finance Officer have to be laid before the Finance Committee for consideration and comments and only thereafter are they to be submitted to the Executive Council for approval.
The Act also makes it clear that the committee shall recommend limits for the total recurring expenditure and the non-recurring expenditure for the year, based on the income and resources of the University which, in the case of productive works, can include the proceeds of loans too.
