Speaker pulls up Katare for conduct in House

SPEAKER ISHWARDAS Rohani today censured Congress MLA Satyadev Katare for his conduct in the House after he asked Rohani under which rule he was not allowing Brijendra Singh Rathore to initiate debate on a call attention motion in place of Sajjan Singh Verma, who had moved the motion.
Verma and another Congress MLA Rajnarayan Singh had moved a call attention motion over delay in holding PET and PMT examinations, jeopardising future of hundreds of students. But, both the MLAs were not present in the House when the matter came up for the discussion.
Rathore, however, said Verma had authorised him to take up the issue on his behalf. But, the Speaker refused stating that rules did not allow for substitutes to initiate or participate debate on a call attention motion moved by some other member.
At this point, Arif Aqueel also joined Rathore in urging the Speaker to allow a debate on the issue since it concerned future of hundreds of students. But, the Speaker did not budge.
Katare, who has had a tiff with the Speaker earlier also, said that why Rathore was not allowed to read out the call attention motion moved by Verma, when he had authorised him to do so.
The Speaker said there was no provision under which he could do it. At this, Katare yelled, “tell me, which provision stops you from allowing Rathore to raise the issue in the absence of Verma”?
This enraged Speaker, who observed that it had become a habit with Katare to argue for the sake of it. When Katare continued speaking, the Speaker censured his conduct, prompting the Ministers and treasury bench members to be on their feet demanding action against Katare for showing disrespect to the Chair.
But, Rohani asked Commerce and Industry Minister to pacify the BJP MLAs and his ministerial colleagues. “I have already given ruling on his conduct,” Rohani said.
