Sattar, with his sons run an automobile service-station in Loni and had an altercation with his brother Abdul Halim.

“One of the workers employed with my brother had run away and joined my service-station. Both the families had an altercation over the matter and my brother then called up a Panchayat,” Sattar said.

Around 30-50 people gathered at Ashok Vihar on Dec 28, 2009 and held a Panchayat headed by Shoukeen Malik, whose wife - Shabnam Malik - is a local councillor.

“I and my sons were beaten with shoes. Our heads were shaved-off in public. We were also awarded a penalty of Rs 34000 but no one spoke up against the Panchayat’s decision as Malik is an influential man in the area,” said a shattered Sattar.

Since the day of Panchayat, the family is in hiding and approached the local police station to lodge a complaint against the culprits.

“We approached SSP/DIG Ghaziabad on whose instructions an FIR was lodged on Jan 13,” said Rauf Mohd. “We are conducting further investigations into the case,” said DIG Akhil Kumar.

When contacted, Shoukeen Malik denied the charges.

“This is a concocted story.

I was just trying to reconcile matter between the brothers,” he said.
