The state-level expert appraisal committee has served notices to projects of several top real estate players and Mahamaya Girls’ Inter College in Noida, started as dream project of former Uttar Pradesh chief minister Mayawati, for non-compliance of environment clearance approval terms.
The state (or Union territory) level expert appraisal committee (SEAC) is constituted by the central government in consultation with the state government or the UT administration concerned.
OP Verma, director in-charge at the directorate of environment and secretary SEAC, told Hindustan Times on Tuesday, “Last month I sent notices to several projects at Noida and Greater Noida which had not submitted documents as per environmental clearance terms even after several years of issue of approval. I have kept the Gautam Budh Nagar district magistrate in the loop too."
"Some of the sites at Noida which were served notices include Mahamaya Girls Inter College in Sector 44, Wave Silver Tower-Sector 18, Mahagun Maple plot number 26 in Sector 50, Amrapali Leisure Park Tech Zone IV Greater Noida, NRI Residency of SDS Infrastructure in Sector 45, Motherson Auto Corporate Office in Sector 127, and IIBS Infotel Pvt Ltd in Sector 62,” said Verma.
The state (Union territory) level environment impact assessment authority (SEIAA), also constituted by the central government under the Environment Protection Act, 1986, grants prior environmental clearances to projects or activities on the recommendations of the SEAC.
The SEAC screens, scopes and appraises projects.“In the state, most big projects given approval in the recent past are located in western UP, especially Noida and Greater Noida,” said Verma. “Environmental clearances are accorded subject to effective implementation of conditions mentioned in the clearance letter,” said Verma.
“Project proponents will have to submit approved plans and approvals within three months of issue of clearance letter failing which environmental clearances accorded will be deemed to be cancelled,” said Verma.
“Till May 4, 2012 these companies had not submitted necessary documents. Fifteen days were accorded to them after which non-submission would automatically lead to cancellation of their environment clearances,” said Verma.
The Centre has said a wetland at Dadri in Greater Noida has been infringed. It has said an environment clearance condition that no wetland should be infringed during construction and operation phases and any wetland coming in project area should be suitably rejuvenated and conserved has not been complied.
