The Telecom Regulatory Authority of India (TRAI) has recommended to the government to allow mobile virtual network operators (MVNO) in the world's fastest-growing wireless market.

TRAI said in a statement on Wednesday the licence fee for virtual network operators would be the same as that paid by current mobile operators.
MVNOs do not have spectrum or airwaves of their own, but provide mobile services to customers through an agreement with the licensed mobile operators.
