What has surprised Waqf Board members and even a couple of administration officials here is the unwillingness shown by District Magistrate RN Tripathi to relinquish his charge as chairman of the Trust after the Board’s decision.
“Either he (DM) is not fully conversant with the facts of the case or someone within the administration with a vested interest in the matter is deliberately delaying a decision on the issue,” said a Waqf Board member requesting anonymity.
So what were the options before the Board should the stalemate persist? “The appointment of the interim committee to look after the management of the Trust till a formal scheme of management is drawn up is perfectly valid and legal,” said Hasan Ibrahim, a Waqf Board member who has constituted the panel. “We have issued a public notice giving time till March 15 to the people to send in their suggestions/ proposal for drafting a proper scheme of management under Section 69 of the Waqf Act of 1995,” he said.
“I myself am surprised over the manner in which the DM has so far refused to hand over the charge. This despite the fact that we have already communicated to him in writing that any work or decision taken by him after this communiqué would be illegal,” he said. The Board would be well within its right to lodge an FIR in the matter if the authorities refuse to carry out its order, say, after one month, he added.
AISPLB demands tight security
CHAIRMAN OF the All India Shia Personal Law Board (AISPLB) Maulana Mirza Mohammad Athar has demanded tight security arrangements during Moharram commencing from January 31.
In a letter to Union Home Minister Shivraj Patil and Chief Minister Mulayam Singh Yadav, Athar said Moharram was observed by all sections of the Indian society in which apart from religious gathering, processions were also taken out. He said in view of the sensitivity of the occasion, tight security arrangements should be made in the State. He said often it had been noticed that some anti-social elements tried to create problem during Moharamma to disrupt peace. Athar said the administration should make proper arrangements so that Moharram could be observed peacefully.
Security meeting held: A meeting to chalk out security arrangements for Moharram was held at the Chowk police station on Friday noon. For the first time, it was not SSP Lucknow, but a deputy SP rank official and a sub-inspector (S-I) who anchored the meeting.
Later, all officials were deputed duties barring SP (West) Umesh Srivastava, even though he holds charge of the Old City area. Srivastava has only been given charge to supervise duties.
The meeting began at 2 pm with the arrival of SSP Ashutosh Pandey. Dy SP Habibul Hasan and S-I Ahmed Jalal Zaidi addressed the meeting attended by the SSP, ASPs, COs, SHOs, SOs and lower rung policemen. The cop duo briefed the gathering about minute tips to handle mob during procession.
Hasan and Zaidi, while referring to last year’s tension and arson that took place in a Moharram procession at Husainabad, Thakurganj, gave tips to policemen how to avoid such incidents. SSP Pandey later talked about arrangements and said the Old City was divided into four zones as Chowk, Thakurganj, Saadatganj and Bazar Khala/Wazirganj.
The headquarters of the four zones would be Patanala outpost, Husainabad outpost, Kashmiri mohalla and Bazarkhala police stations, respectively.
The officers for the zones would be SP (Rural) SK Bajpai, SP (East) RKS Rathore, SP (Protocol) Madan Singh and SP (Crime) Umesh Singh, respectively. The deputy SPs would be in-charge of the sectors divided under the zones.
