A resolution to this effect was passed at the first meeting of 25 newly elected members of the Bar Council of UP here on Saturday. They also passed a resolution to implement model byelaws fixed by the Bar Council of UP.
The Bar Council UP is the apex body of lawyers of the State.

All 25 members, hailing from different parts of the State, attended the meeting at the Bar Council headquarters on Thornhill Road.

Bar Council of UP secretary PN Tyagi said a meeting of the Council would be held on May 6, 2006. This will be followed by the election the next day. Besides, the 25 members will elect from among themselves members of various committees. These include the executive committee, the disciplinary committee, the roll committee, the rule committee, the advocates’ welfare funds committee etc.
The meeting also discussed ways to implement model byelaws.

According to a member and former Bar Council of UP chairman Shashi Kant Gupta, it was resolved at the meeting that show cause notices would be issued to all those Bar Associations of the State, which had held their elections without adopting model byelaws formulated by the Bar Council of UP.

Besides, Gupta said, the Bar Council had also resolved to dissolve those Bar Associations, whose term had expired at least three months ago.
Many lawyers said these two important resolutions would have far-reaching consequences, as several Bar Associations were within their purview.

Member and former Bar Council of UP vice-chairman Arun Kumar Tripathi said if the model byelaws were implemented in letter and spirit, they would help in bringing uniformity to different Bar Associations of the country and make their elections systematic.

Tripathi said model byelaws would also help in checking entry of newly enrolled lawyers into the Bar Association election. Nowadays, several newly enrolled lawyers entered the Bar election fray by ignoring the legal practice, which deserved utmost attention from a beginner. This trend was lowering the dignity of Bar Associations of the State, he said, adding therefore, model byelaws must be implemented.
