He was speaking as the chief guest at the inaugural session of a national seminar on ‘Regional Disparities in Levels of Development in Uttar Pradesh’, at AU.
The AU Department of Geography and the Association of Geographers jointly organised the seminar.
Former vice-chancellor Prof RP Mishra presided over the seminar. Head of the Geography Department Prof HN Mishra was its convenor.
Prof Harshe said regions needed to be redefined and reconstituted. He said regional relationships, either at the national or the international level, were asymmetrical. Several problems like social unrest, terrorism and economic offences were the result of a regional relationship, he said.
In order to solve these problems, political will, good governance and a sound development strategy were required, he emphasised.
Prof Harshe also touched upon various dimensions of disparities and said that inequalities should be interpreted in terms of economy, society, polity and democracy.
He said effective and positive measures should be taken for development of the State and the country.
Prof RP Mishra said geographers were major contributors in regional development and planning, but for the last 25 years no interest had been shown by them towards the State. He expressed dissatisfaction over the development and working of the UP Planning Board. He advocated plans and strategies that could give impetus to development of the State in a short span.
Earlier, Prof HN Mishra said good governance led to a better state of affairs which was missing in the case of UP.
He said, “Through discussion, we should chalk out sustainable plans for development of the state and the country.”
