The motion moved by ruling Congress chief whip Virendra Beniwal was passed by voice vote amid BJP members shouting anti-government slogans and standing on tables.
Hundreds of marshals were called in to protect the treasury members who moved the business in dim.
Despite all efforts and the Speaker's direction, the marshals failed to take out suspended MLA Rathore from the House.
The suspension was summoned by Speaker Deependra Singh Shekhawat.
