"The government should first understand the problem and then solve it. They should hold talks with the Naxals," Yadav told reporters here after addressing Samajwadi Party workers on the first day of its three-day National Council meeting.

Both, the killers and the victims are "our people", Yadav said, adding Maoists resorting to violence would not solve the problem.
