Mumbai civic body to hold engineers accountable for all road repairs

After the third-party quality auditors failed to supervise the quality of road constructions and instead connived with contractors to cheat the Brihanmumbai Municipal Corporation (BMC), the civic body is banking on its own employees to carry out the supervision. The civic authorities allocated the responsibility of shoddy road repairs to sub-engineers, in a meeting conducted with the road department staff last week. The civic body will now come out with a detailed circular regarding the issue.
Both the third-party auditors appointed earlier by the BMC to monitor are under the scanner of the Mumbai police for helping the contractors to carry out shoddy road repairs in the city. BMC had initiated procedure to blacklist these agencies.
Civic sources said sub-engineers should be held 100%responsible for any substandard work, while assistant engineers will be held 50% responsible and the executive engineer — the overall approving authority — will be only 10% responsible. This means the civic body will hold its junior-most engineers —responsible for on-site work — accountable, but will let the overall approving authority — the executive engineer — get away with just 10% responsibility.
However, the BMC’s vigilance department will carry out surprise visits and will be the main supervising agency above the engineers of the roads department.
“The responsibilities are based on the findings of the preliminary road scam report/ Once the civic chief gives us a go ahead, we will issue the circular. The vigilance department will be the core department monitoring the road repairs,” said a civic official.
Civic authorities are mulling over defining the amount of work that will be supervised by one sub-engineer, who will be responsible for the quality of that road. Civic officials said one sub-engieer will be responsible for cement concrete roads worth Rs5 crore asphalt roads worth Rs9 crore at a time. Sources said this amount has been increased. Earlier one sub-engineer used to handle cement concrete roads worth Rs2 crore.
Only when the sub-engineer has completed this work, can he look at other roads.There are more asphalt works and thus the amount of work is greater. We need more staff, for which the civic chief has given us an in-principle nod.”
The civic body gave orders to various contractors for the repair and reconstruction of 891 roads and 122 junctions that will start after October 1. This includes roads that were incomplete but still open for vehicles with the onset of monsoon, along with new road contracts that were approved after April. It is now the responsibility of the road engineers to supervise these road works without the involvement of third party consultants, five years since the third party quality auditors were first introduced.
