Flat owners will no longer be required to get a No Objection Certificate (NOC) from builders when they decide to sell their flats.

The state has also decided that it will strictly enforce the three-month period of deemed conveyance after a society is formed. For years, builders were reluctant to convey the land, and would use the extra time to exploit any transfers or extra FSI announced by the state. Even installing mobile towers on the area needed the builder's nod.
Ramesh Prabhu, president, Maharashtra Societies Welfare Association, said it would be a boon for flat owners. "They would be freed from the shackles of the builders," he said.
