Former University Grants Commission chairman, Arun Nigvekar, said, the draft Bill did not address issues in the higher education sector such as raising finance to increase India’s gross enrollment ratio, distance education and making education inter-disciplinary.

Two panels — the National Knowledge Commission and the Yash Pal Committee — recommended that multiple regulatory bodies be done away with. The report said that the draft Bill will be a setback for higher education in the country.
