Bhojpur incident: Human rights panel sends notice to Bihar govt, asks to ensure security of victim

Taking congnizance of the Bhojpur incident, the NHRC asked the state government for detailed report in the matter and directed Bihar DGP to ensure proper protection to the victim woman and her family.

The National Human Rights Commission (NHRC) has sent a notice to the Bihar government days after a woman was assaulted and paraded naked on suspicion of her involvement in a teenager’s mysterious death in Bihiya village of Bhojpur district.

The 16-year-old boy from Damodarpur village had gone to Bihiya to seek admission in Class 11. But later, his body was found in the red light area of the village with injuries on his genitals. Soon after, large scale violence had erupted on August 20. The mob set ablaze several shops and also indulged in stone pelting.

The rights body issued the notice to the Bihar government, through its chief secretary, calling for a detailed report in the matter. It also directed the state’s director general of police to ensure proper protection to the victim woman and her family members so that she is not threatened or subjected to any harassment by the miscreants. The officers have been given four weeks to respond.

“The NHRC has taken suo motu cognisance of a media report that a woman was beaten and paraded naked by some people in Bihiya village of Bhojpur district in Bihar on suspicion of her involvement in a teenager’s mysterious death,” the national human rights panel said in a statement on Thursday.

The NHRC had in July sent a notice to the Bihar government and the police chief in connection with alleged sexual exploitation of girls at a state-funded short stay home in Muzaffarpur district.

In June, the rights body had issued notice to Bihar government after a man was forced to transport the body of his dead wife on a motorcycle as a government hospital failed to provide mortuary van.

While issuing the notice on Thursday, the NHRC observed that the sequence of incidents pointed towards negligence on part of police authorities and the local administration.

“The incidents appear to be a serious case of violation of human rights, including right to life of the teenager and the right to dignity of the victim woman. Though FIRs were registered in the matter and several police personnel placed under scanner, the action does not seem to be sufficient,” it said.

Sixteen people have been arrested and eight policemen suspended for dereliction of duty in connection with the case.
