Under the new policy, extremists above the rank of Zonal commander have been placed into category A and others in category B.

Category A extremists will be paid `5 lakh: `1 lakh at the time of surrender and rest 4 lakh in two installments in two years.

Category B extremists will be offered `2.5 lakh: `50,000 at the time of surrender and rest in two yearly installments.

At present, the state offers `2 lakh to extremists across all ranks as an incentive to surrender. The fact that number of surrenders is significantly high in states that offered Maoists good rehabilitation packages could have influenced the decision to hike incentives.

The policy also promises to take care of surrendered extremists’ children by offering free education up to graduation. The surrendered Maoists will be given skill training with a monthly stipend of `5,000.
