Congress hopes to garner votes with subsidized grains for the poor

Releasing congress party's election manifesto for the Oct 13 assembly elections on Wednesday in capital Chandigarh Chief Minister of Haryana Bhupinder Singh Hooda and Congress general secretary in-charge for Haryana affairs Prithviraj Chavan promised food grains for the poor at cheap rates and better governance.
